From September 1, 2026, unified rules for the placement of stalls and kiosks will officially come into effect throughout the Moscow Region. These regulations, approved by the regional government’s decree, aim to organize street trade, ensure safety, and improve the aesthetics of urban spaces.

Facade design templates, approved by the Moscow Region Chamber of Commerce and Industry, call for the use of light neutral colors and minimalist design. This approach will enhance the visual appeal of streets and reduce visual clutter.

According to estimates from the Moscow Region Consumer Market Ministry, the new rules will reduce administrative barriers for kiosk owners. A unified approval procedure has been introduced, with a maximum application review period of 20 working days.
At the same time, entrepreneurs will need to adapt existing kiosks to the new standards by December 31, 2027. Authorities have provided a grace period and subsidies of up to 50,000 rubles for major repairs and facade upgrades.
