Increase in OSAGO Payouts from September 2026
The head of the Russian Association of Motor Insurers (RAMI), Evgeny Ufimtsev, announced that insurance payments for compulsory motor third-party liability insurance (OSAGO) in Russia will increase on average by 7-8% starting September 19, 2026. This adjustment is linked to the update of the average cost guides for auto parts, which are used to calculate compensation after traffic accidents.
The new measure will come into effect based on updated rules for forming price guides, approved by the Bank of Russia in July 2026. These changes aim to make payout calculations more accurate and reflective of current prices for original parts.
New Procedure for Forming Auto Parts Price Guides
Since July 2026, when determining the average cost of parts, only prices for original parts are taken into account, which must constitute at least 30% of the median price. Prices for aftermarket equivalents will not be considered if they are more than 70% cheaper than original parts.
Consumable materials are calculated based on market prices without discounts, which increases transparency and the precision of repair cost assessments. These changes are intended to reduce price manipulations and enhance the objectivity of payouts.
Price Increases for Auto Parts by Brands and Segments
According to RAMI’s estimates, the new edition of the price guide led to an 8.9% increase in the average cost of parts compared to the previous edition. For popular brands such as Toyota, Mitsubishi, and Honda, the price rise reached about 13%, significantly impacting payout amounts.
For Kia, Daewoo, and Chery vehicles, the price increase was more moderate — about 4.6-4.8%. In the segment including Audi, BMW, Volkswagen, Hyundai, Geely, and VAZ, average price growth ranges from 7.5% to 9.3%, highlighting differences in pricing trends across brands.

The increase in OSAGO payouts will affect the insurance market and vehicle owners’ budgets by raising compensation amounts for accidents. For insurers, the rise in payouts means they will need to adjust financial reserves and tariffs.
On the other hand, more accurate and up-to-date parts prices will help avoid underpayments and disputes with claimants, improving customer service quality and reducing complaint numbers.
Additional Safety Measures for Vehicle Owners
Alongside the OSAGO changes, the Russian Supreme Court clarified the rules for storing insurance policies: drivers can now present an electronic policy and are no longer obliged to carry a paper version. This simplifies document handling and reduces the risk of losing the policy.
However, State Duma deputy Anton Nemkin warned about fraudsters creating fake insurance company websites offering OSAGO policies at reduced prices. The scammers’ goal is to steal money and personal data from vehicle owners, requiring increased vigilance when purchasing policies online.
